It seemed natural to include the IMSS in the same piece, another institution that had its good years but has always carried the actuarial deficit with which it was founded and is now in clear decline. It also felt natural to bring INFONAVIT into the discussion. Those became last Friday&#8217;s &#8220;mythical institutions.&#8221;</p><p>Then I realized I had left out the myth par excellence: <strong>Pemex</strong>. So on Monday I wrote about it, together with the <strong>Federal Electricity Commission (CFE)</strong>&#8212;state-owned companies that have become mythological monsters, preventing Mexico from attracting investment and producing efficiently, while driving the country&#8217;s public finances toward ruin.</p><p>Having ventured into mythology, Wednesday&#8217;s column turned to the myth of education, which lies at the foundation of the old regime and has now become another guarantee of failure.</p><p>The result was an unplanned series that, when viewed as a whole, convinces me that we are witnessing the end of a long historical cycle: <strong>Cardenismo</strong>.</p><p>For the past twenty years I have argued that Cardenismo was the true origin of the Revolutionary Regime: an authoritarian, corporatist system in which the president served as the keystone of an arch, receiving and redistributing the tensions that held the structure together. Those tensions came from society&#8217;s organized interest groups&#8212;organized according to their function in society, hence the term <em>corporatist</em>.</p><p>It was a structure that recreated the institutions of the colonial viceroyalty, replacing traditional groups&#8212;Indian communities, guilds, and the like&#8212;with twentieth-century versions inspired by the great European experiments of the time: fascism and communism.</p><p>Alongside this institutional framework, the regime constructed a legitimizing narrative: <strong>Revolutionary Nationalism</strong>. This was a variation on the nineteenth-century liberal interpretation of Mexican history, modified to transform <strong>Porfirio D&#237;az</strong> into a villain while elevating <strong>Benito Ju&#225;rez</strong> and the Revolution&#8217;s leaders into heroes. Reflecting its European inspirations, it glorified poverty, rebellion, and a museum-piece version of indigenous identity, while condemning entrepreneurs, the Catholic Church, Spain, and the United States.</p><p>In its original form, the system made it impossible to build a strong economy. On the one hand, the Mexican state lacked the Soviet state&#8217;s capacity to command production, even at the cost of millions of lives. On the other, that model left no room for cooperation with private entrepreneurs.</p><p>The adjustment initiated by <strong>Miguel Alem&#225;n</strong> solved the problem by creating a class of politically connected businessmen&#8212;<em>cronies</em>. At the end of the National Liberation Wars, <strong>Luis Echeverr&#237;a</strong> attempted to restore the old Cardenista model, triggering two economic crises, the second of which proved decisive.</p><p>Cardenismo-Echeverrismo then split away from the regime in an effort to regain power from outside the system. It took thirty years to succeed.</p><p>Since 2018, Mexico has been living through yet another attempt to revive ideas that are now nearly a century old&#8212;ideas that never worked. In their first incarnation, they had to be set aside in order for the country to grow. In their second, they drove Mexico to bankruptcy. Today, in their third version, they have produced a steady deterioration that threatens to become permanent paralysis.</p><p>The first version, sometimes reluctantly, built the institutions, state-owned companies, and systems that sustained the myth of Revolutionary Nationalism. The second pushed those institutions into crisis, but they were still capable of functioning. INFONAVIT and the CFE, for example, experienced their best years at the beginning of this century.</p><p>In this third incarnation, however, not only are all those institutions being kept artificially alive, but the fundamental pillars of the state itself&#8212;national security and the administration of justice&#8212;have been dismantled.</p><p>There is little doubt that the current regime is authoritarian, but it lacks the structure of the original one. The corporatist organizations have already experienced autonomy and have no desire to surrender it again, whether we are talking about unions within state-owned enterprises, the teachers&#8217; unions (SNTE and CNTE), politically connected business elites, universities, or the media.</p><p>Although L&#243;pez sought to become the keystone of the arch, no arch can stand with two keystones at the same time.</p><p>It is a broken arch.</p><p>For that very reason, collapse is the only possible outcome.</p><p>I cannot tell you when it will come, nor how severe it will be.</p>]]></content:encoded></item><item><title><![CDATA[Un Arco Partido]]></title><description><![CDATA[El Financiero, Agosto 7, 2026]]></description><link>https://macario.substack.com/p/un-arco-partido</link><guid isPermaLink="false">https://macario.substack.com/p/un-arco-partido</guid><dc:creator><![CDATA[Macario Schettino]]></dc:creator><pubDate>Fri, 07 Aug 2026 12:03:32 GMT</pubDate><content:encoded><![CDATA[<p><span>Quer&#237;a escribir un art&#237;culo sobre la UNAM, sin ser injusto, pero s&#237; mostrando que ya no es lo que fue en los cincuenta o sesenta. Decid&#237; incluir en el mismo texto al IMSS, otra instituci&#243;n que ha tenido buenas &#233;pocas, pero arrastrando el d&#233;ficit con que se cre&#243;, y en plena decadencia. Sali&#243; natural incluir al INFONAVIT ah&#237; mismo. Son las instituciones m&#237;ticas del viernes pasado. Despu&#233;s me di cuenta de que faltaba el mito por excelencia, PEMEX, as&#237; que escrib&#237; sobre ello el lunes, junto con la CFE, empresas convertidas en monstruos mitol&#243;gicos que nos impiden atraer inversi&#243;n, producir, y est&#225;n llevando las finanzas p&#250;blicas a la ruina. Entrado en mitos, el mi&#233;rcoles vimos el de la educaci&#243;n, que est&#225; en la base del viejo r&#233;gimen, y es hoy tambi&#233;n una garant&#237;a de fracaso.</span></p><p><span>Result&#243; una serie no planeada que, al verla en conjunto, me convence del fin de un ciclo largo: el Cardenismo. Desde hace veinte a&#241;os he insistido en que es &#233;se el origen del R&#233;gimen de la Revoluci&#243;n: un sistema autoritario, corporativo, en el que el presidente fung&#237;a como la piedra angular de un arco, que recibe y devuelve las tensiones, y lo mantiene en pie. Tensiones de los grupos, organizados por su funci&#243;n en la sociedad (por eso: corporativo). Es una estructura que recrea el per&#237;odo virreinal, pero reemplazando los grupos tradicionales (pueblos de indios, gremios, etc.) por versiones del siglo XX siguiendo los experimentos europeos contempor&#225;neos, el fascismo y el comunismo. Adem&#225;s de esta estructura, el r&#233;gimen construye un discurso legitimador, el Nacionalismo Revolucionario, que es una variaci&#243;n de la historia liberal del siglo XIX, modificada para convertir a Porfirio en un demonio y a Ju&#225;rez y a los revolucionarios en dioses. Coincidiendo con la inspiraci&#243;n europea, se ensalza la pobreza, la rebeli&#243;n, el indigenismo de museo, y se vitupera al empresariado, la Iglesia, Espa&#241;a y Estados Unidos.</span></p><p><span>En su versi&#243;n original, ese sistema imped&#237;a construir una econom&#237;a s&#243;lida. Por un lado, el Estado mexicano no ten&#237;a la fuerza del sovi&#233;tico para ordenar la producci&#243;n, aunque fuera a costa de millones de muertos; por otro, esa versi&#243;n no permit&#237;a acercar empresarios. El ajuste iniciado por Miguel Alem&#225;n resolvi&#243; la dificultad mediante la creaci&#243;n de empresarios compadres (cronies). Al final de las Guerras de Liberaci&#243;n Nacional, tuvimos un intento de regreso al viejo cardenismo con Luis Echeverr&#237;a, lo que provoc&#243; dos crisis econ&#243;micas, la segunda fue definitiva.</span></p><p><span>El Cardenismo-Echeverrismo se separ&#243; del r&#233;gimen para intentar obtener el poder por fuera. Tard&#243; treinta a&#241;os en lograrlo. Desde 2018 vivimos en un nuevo intento de recuperar ideas que ya casi cumplen un siglo, que no funcionaron nunca. En su primera versi&#243;n, fueron desplazadas para poder crecer; en la segunda, nos llevaron a la quiebra; ahora estamos en un deterioro continuo, que amenaza convertirse en una par&#225;lisis permanente.</span></p><p><span>La primera versi&#243;n, a veces a rega&#241;adientes, construy&#243; esas instituciones, empresas y sistemas que sostuvieron el mito del Nacionalismo Revolucionario. La segunda las puso en crisis, pero todav&#237;a pod&#237;an funcionar. El mejor momento del INFONAVIT y de la CFE fue al inicio de este siglo, por ejemplo. En esta tercera, no s&#243;lo todas se mantienen artificialmente con vida, sino que se ha destruido el eje fundamental del Estado: la seguridad nacional y la impartici&#243;n de justicia. No creo que haya duda de que el actual r&#233;gimen es autoritario, pero no tiene la estructura del original: las corporaciones ya vivieron la autonom&#237;a y no la quieren perder, sea que hablemos de los sindicatos de las empresas de gobierno, del SNTE/CNTE, de los empresarios compadres, universidades o medios de comunicaci&#243;n. Aunque L&#243;pez intent&#243; convertirse en la piedra angular, no hay arco que pueda funcionar con dos piedras angulares al mismo tiempo: es un arco partido.</span></p><p><span>Por eso mismo, no queda sino el derrumbe. El viernes vimos instituciones m&#237;ticas que reforzaron el cuento del Nacionalismo Revolucionario, y el lunes, los monstruos mitol&#243;gicos en que se han convertido las empresas del Estado. Perm&#237;tame terminar hoy hablando del mito de la educaci&#243;n. No ser&#225; sorpresa para usted que los sindicatos de todas estas herencias del viejo r&#233;gimen se han convertido en un lastre para la econom&#237;a, pero al mismo tiempo en el soporte de su resurrecci&#243;n. Al final, el Cardenismo nos habr&#225; condenado al fracaso econ&#243;mico y al autoritarismo pol&#237;tico, ahora aderezado de una profunda incompetencia.</span></p><p><span>Como tantas otras cosas, la educaci&#243;n p&#250;blica en M&#233;xico inicia en el Porfiriato, pero el r&#233;gimen de la Revoluci&#243;n borra ese origen y se apropia del tema. El 20 de julio de 1934, Plutarco El&#237;as Calles lanza su famoso &#8216;Grito de Guadalajara&#8217;: &#8220;La revoluci&#243;n no ha terminado... Es necesario que entremos en un nuevo periodo, que yo llamar&#237;a el periodo revolucionario psicol&#243;gico: debemos entrar y apoderarnos de las conciencias de la ni&#241;ez, de las conciencias de la juventud, porque son y deben pertenecer a la revo&#173;luci&#243;n... porque el ni&#241;o y el joven pertenecen a la comunidad... (y la revoluci&#243;n debe) desterrar los prejuicios y formar la nueva alma na&#173;cional.&#8221;</span></p><p><span>Eso hicieron. El sistema educativo mexicano se construy&#243; alrededor de dos ideas: legitimar al r&#233;gimen y estandarizar a los j&#243;venes. Lo primero implicaba adoctrinar en el Nacionalismo Revolucionario mientras lo segundo provocaba un aprendizaje limitado: la &#250;nica manera de garantizar el promedio, en educaci&#243;n, es hacia abajo. Los resultados en la prueba PISA confirman esto: en el promedio, M&#233;xico se encuentra en los primeros lugares de Am&#233;rica Latina; en la proporci&#243;n de j&#243;venes en niveles de excelencia, estamos en el s&#243;tano.</span></p><p><span>Noventa a&#241;os despu&#233;s del Grito de Guadalajara, la creaci&#243;n de la Nueva Escuela Mexicana convierte al sistema en un arma de destrucci&#243;n masiva. Ni hay coherencia en el discurso adoctrinador, ni hay intento de siquiera alcanzar un promedio m&#237;nimo de conocimientos. El mazacote de ese viejo Nacionalismo Revolucionario con las Pedagog&#237;as del Sur, aplicado a ni&#241;os que perdieron dos a&#241;os por la pandemia, nos dar&#225; una generaci&#243;n totalmente incapaz de competir. Es el &#250;ltimo clavo en el ata&#250;d del capital humano, pero nada m&#225;s el &#250;ltimo. La reforma echeverrista ya hab&#237;a hecho su parte.</span></p><p><span>Como ha ocurrido en otras partes del mundo, el incremento de la matr&#237;cula, desde educaci&#243;n b&#225;sica hasta profesional, no se ha reflejado en mayor crecimiento de la econom&#237;a, con lo que en los &#250;ltimos 25 a&#241;os hemos visto crecer el n&#250;mero de desempleados y subempleados con mayores credenciales pero no mayores ingresos. No puede atribuirse la totalidad de ese fen&#243;meno a la mala educaci&#243;n, pero s&#237; en parte. Aprender desde ni&#241;os que las empresas son malas, recibir p&#233;simas clases de matem&#225;ticas, ignorar por completo la educaci&#243;n financiera, impide que el &#225;nimo emprendedor de los mexicanos pueda pasar de la venta ambulante a la creaci&#243;n de valor.</span></p><p><span>Las masas adoctrinadas en el Nacionalismo Revolucionario, instruidas en un nivel promedio m&#237;nimo, fueron el soporte del corporativismo. Pudieron incorporarse en la econom&#237;a global ensamblando, pero no pudimos movernos a otros niveles de las cadenas productivas. Ahora, esas masas son adem&#225;s dependientes de las d&#225;divas p&#250;blicas.</span></p><p><span>Las generaciones que vienen estar&#225;n menos capacitadas, pero enfrentar&#225;n una econom&#237;a mucho m&#225;s exigente. Cuando no puedan ganarse la vida, ni haya suficientes recursos para las d&#225;divas, no van a reclamarle a los maestros que los incapacitaron por mantener sus plazas y privilegios, van a estar enojados con la vida y con la sociedad. Tendr&#225;n raz&#243;n, al menos en parte. Son hijos de la expansi&#243;n absurda de la matr&#237;cula, y nietos de quienes creyeron en el Cardenismo y en su versi&#243;n f&#225;rsica, el Echeverrismo. On Friday, we looked at the mythical institutions that reinforced the narrative of Revolutionary Nationalism, and on Monday, at the mythological monsters into which the state-owned enterprises have been transformed. Allow me to conclude today by discussing the myth of education.</p><p>It will not surprise you that the unions associated with all these legacies of the old regime have become both a burden on the economy and, at the same time, the foundation of its revival. In the end, Cardenismo will have condemned us to economic failure and political authoritarianism, now compounded by profound incompetence.</p><p>Like so many other things, public education in Mexico began during the Porfiriato, but the Revolutionary regime erased those origins and claimed the subject as its own. On July 20, 1934, <strong>Plutarco El&#237;as Calles</strong> delivered his famous <em>&#8220;Cry of Guadalajara&#8221;</em>:</p><blockquote><p>&#8220;The Revolution is not over... We must enter a new phase, which I would call the psychological revolutionary period: we must take possession of the minds of children, of the minds of young people, because they are and must belong to the Revolution... because the child and the young person belong to the community... (and the Revolution must) eradicate prejudice and shape the new national soul.&#8221;</p></blockquote><p>That is precisely what they did.</p><p>Mexico&#8217;s educational system was built around two ideas: to legitimize the regime and to standardize the country&#8217;s youth. The first required indoctrination in Revolutionary Nationalism; the second resulted in limited learning. The only way to guarantee an average level of achievement in education is by lowering the standard. The results of the <strong>PISA</strong> tests confirm this. In terms of average performance, Mexico ranks among the leading countries in Latin America. But when it comes to the proportion of students reaching levels of excellence, we are at the very bottom.</p><p>Ninety years after the <em>Cry of Guadalajara</em>, the creation of the <strong>New Mexican School</strong> has turned the educational system into a weapon of mass destruction. There is neither coherence in its indoctrinating discourse nor even an attempt to ensure that students attain a minimum body of knowledge. The mishmash of old Revolutionary Nationalism with the so-called <em>Pedagogies of the South</em>, imposed on children who had already lost two years of schooling because of the pandemic, will produce a generation utterly incapable of competing. It is the final nail in the coffin of Mexico&#8217;s human capital&#8212;but only the final one. The educational reforms introduced under Echeverr&#237;a had already done their part.</p><p>As has happened elsewhere in the world, the expansion of school enrollment&#8212;from primary education through university&#8212;has not translated into faster economic growth. As a result, over the past twenty-five years we have seen growing numbers of unemployed and underemployed people with more credentials but not higher incomes. Not all of this can be blamed on poor education, but part of it certainly can. Teaching children from an early age that businesses are inherently bad, providing them with poor mathematics instruction, and almost completely ignoring financial education prevents the entrepreneurial spirit of Mexicans from advancing beyond street vending to the creation of genuine economic value.</p><p>The masses indoctrinated in Revolutionary Nationalism, educated to a minimal average standard, became the foundation of Mexico&#8217;s corporatist system. They were able to participate in the global economy through assembly manufacturing, but we never advanced to higher-value segments of global supply chains. Now those same masses have also become dependent on government handouts.</p><p>The generations now growing up will be less prepared, yet they will face a much more demanding economy. When they are unable to earn a living, and when there are no longer enough public resources to sustain government handouts, they will not blame the teachers who crippled their education in order to preserve their jobs and privileges. Instead, they will be angry at life and at society.</p><p>They will be right&#8212;at least in part.</p><p>They are the children of the reckless expansion of school enrollment, and the grandchildren of those who believed in Cardenismo and in its farcical successor, Echeverrismo.</p><p>They will be the product of the third iteration: charlatanism.</p>]]></content:encoded></item><item><title><![CDATA[Empresas mitológicas]]></title><description><![CDATA[El Financiero, Agosto 3, 2026]]></description><link>https://macario.substack.com/p/empresas-mitologicas</link><guid isPermaLink="false">https://macario.substack.com/p/empresas-mitologicas</guid><dc:creator><![CDATA[Macario Schettino]]></dc:creator><pubDate>Mon, 03 Aug 2026 12:01:36 GMT</pubDate><content:encoded><![CDATA[<p><span>En seguimiento al art&#237;culo del viernes, en el que habl&#233; de instituciones m&#237;ticas, que refuerzan el cuento del Nacionalismo Revolucionario, ahora hablaremos de las empresas que tambi&#233;n cumplen ese fin, pero que, como monstruo de la mitolog&#237;a, est&#225;n devorando las capacidades de M&#233;xico.</span></p><p><span>Hay que empezar con Pemex, que algunos seguramente esperaban ver en el texto del viernes, porque es la instituci&#243;n m&#225;s asociada con el viejo r&#233;gimen. La nacionalizaci&#243;n de la industria petrolera, en 1938, significa la consolidaci&#243;n del r&#233;gimen de la Revoluci&#243;n creado por L&#225;zaro C&#225;rdenas. Ocurre de forma casi simult&#225;nea con la derrota del &#250;ltimo caudillo, Saturnino Cedillo, y la creaci&#243;n del Partido de la Revoluci&#243;n Mexicana, verdadero antecesor del PRI.</span></p><p><span>Pemex se hab&#237;a fundado un par de a&#241;os antes, porque la idea de nacionalizar no se le ocurri&#243; de pronto al general. Lo que s&#237; hizo fue aprovechar el contexto internacional para dar el golpe cuando sab&#237;a que el gobierno estadounidense lo apoyar&#237;a: menos de una semana despu&#233;s de la anexi&#243;n de Austria por Alemania. Desde 1938 hasta 1974, Pemex produjo m&#225;s o menos lo necesario para el consumo nacional. A veces un poco menos, e import&#225;bamos, a veces alcanzaba para exportar, pero no mucho. Lo que cambi&#243; el panorama fue el embargo petrolero &#225;rabe de fines de 1973, que elev&#243; el precio internacional de crudo lo suficiente para que fuese negocio extraer tanto de yacimientos terrestres complicados (en Tabasco, por ejemplo) como de aguas someras (la sonda de Campeche). Poco despu&#233;s se descubri&#243; Cantarell, el segundo manto m&#225;s grande del mundo, que se empez&#243; a explotar en 1979, y que convenci&#243; a L&#243;pez Portillo que &#233;ramos ricos.</span></p><p><span>No fue as&#237;, pero el petr&#243;leo sirvi&#243; para que el gobierno no corrigiera su problema principal: la falta de recaudaci&#243;n. Desde 1965 era claro que hab&#237;a que resolverlo, pero nadie quiso. Cobrar impuestos no es popular, mientras que usar las rentas petroleras s&#237; lo es&#8230; hasta que se acaban. Esas inmensas rentas, que gozamos desde 1979 hasta 2004, permitieron al gobierno seguir fingiendo, pero tambi&#233;n escondieron las deficiencias de la empresa. Los petroleros suelen decir que son muy buenos, y que el gobierno ha abusado de Pemex, pero la verdad es que esa empresa ha aportado una cantidad mucho menor a la que suelen pagar las empresas privadas por extraer crudo en pr&#225;cticamente todo el mundo. Sobraba dinero, y nadie reclamaba.</span></p><p><span>En el mito nacionalista, el petr&#243;leo mexicano era un recurso codiciado por Estados Unidos, aunque ese pa&#237;s produc&#237;a mucho m&#225;s que nosotros. Pero ese cuento serv&#237;a para que nadie reclamara a Pemex por sus ineficiencias, al gobierno por no hacerse responsable, o al sindicato y funcionarios por saquear a la empresa. Hoy Pemex produce 1.3 millones de barriles diarios de crudo y 300 mil de condensados (en 2003, Cantarell solo produc&#237;a dos millones). Llevamos m&#225;s de dos d&#233;cadas perdiendo dinero en refinaci&#243;n. Hoy hay m&#225;s jubilados que trabajadores en activo, y en esto &#250;ltimo, Pemex es l&#237;der mundial en trabajadores por barril producido. Es una losa que est&#225; ahorcando las finanzas p&#250;blicas.</span></p><p><span>La otra empresa mitol&#243;gica, Comisi&#243;n Federal de Electricidad, lleg&#243; a ser de clase mundial, pero bast&#243; la administraci&#243;n de Bartlett para reducir en m&#225;s de 30% el valor agregado de la industria, para dejar la red de transmisi&#243;n al borde de la cat&#225;strofe, y para sumarla a Pemex en la amenaza mitol&#243;gica. Aprovecho que est&#225;n viendo la Odisea para ilustrar lo que Pemex y CFE representan: Escila y Caribdis.</span></p><p><span>El Pacto por M&#233;xico hab&#237;a encontrado una salida a estos monstruos. Hubo grandes avances gracias a las reformas, pero el mit&#243;mano los trajo de regreso. Hay que llamar a Odiseo.</span></p>]]></content:encoded></item><item><title><![CDATA[Mythological Companies]]></title><description><![CDATA[El Financiero, August 3rd, 2026]]></description><link>https://macario.substack.com/p/mythological-companies</link><guid isPermaLink="false">https://macario.substack.com/p/mythological-companies</guid><dc:creator><![CDATA[Macario Schettino]]></dc:creator><pubDate>Mon, 03 Aug 2026 12:01:28 GMT</pubDate><content:encoded><![CDATA[<p>Following up on Friday&#8217;s article, in which I discussed the mythical institutions that reinforce the narrative of Revolutionary Nationalism, today I want to examine the companies that serve the same purpose&#8212;but which, like monsters from mythology, are devouring Mexico&#8217;s capabilities.</p><p>We have to begin with <strong>Pemex</strong>, which many readers probably expected to see in Friday&#8217;s column because it is the institution most closely associated with the old regime. The nationalization of the oil industry in 1938 marked the consolidation of the Revolutionary regime created by <strong>L&#225;zaro C&#225;rdenas</strong>. It occurred almost simultaneously with the defeat of the last <em>caudillo</em>, <strong>Saturnino Cedillo</strong>, and the creation of the <strong>Party of the Mexican Revolution (PRM)</strong>, the true predecessor of the PRI.</p><p>Pemex itself had been founded a couple of years earlier, because the idea of nationalization did not suddenly occur to the general. What C&#225;rdenas did do was take advantage of the international context to strike when he knew the U.S. government would support him: less than a week after Germany&#8217;s annexation of Austria. From 1938 until 1974, Pemex produced roughly what Mexico needed for domestic consumption. Sometimes production fell a little short and the country imported oil; at other times there was enough to export, but not by much.</p><p>What changed the picture was the <strong>Arab oil embargo</strong> at the end of 1973, which pushed international crude prices high enough to make it profitable to exploit both difficult onshore fields (such as those in Tabasco) and shallow-water reserves in the Bay of Campeche. Shortly thereafter, <strong>Cantarell</strong>&#8212;the world&#8217;s second-largest oil field&#8212;was discovered. Production began in 1979, convincing President <strong>Jos&#233; L&#243;pez Portillo</strong> that Mexico had become a rich country.</p><p>It had not. What oil revenues did accomplish was allowing the government to avoid addressing its principal problem: inadequate tax collection. By 1965 it was already clear that this issue had to be resolved, but no one wanted to tackle it. Collecting taxes is unpopular, while spending oil revenues is not&#8212;at least until they run out.</p><p>Those enormous oil rents, which Mexico enjoyed from 1979 until 2004, allowed the government to continue pretending that everything was fine, while also concealing the company&#8217;s deficiencies. Oil industry professionals often argue that they have done an excellent job and that the government has exploited Pemex. The truth, however, is that the company has contributed far less than private oil companies typically pay for the right to extract crude almost anywhere else in the world. There was plenty of money, and no one complained.</p><p>In the nationalist myth, Mexican oil was portrayed as a resource coveted by the United States, even though that country produced far more oil than Mexico did. But the story served its purpose: it prevented anyone from questioning Pemex&#8217;s inefficiencies, holding the government accountable, or criticizing the union and public officials for looting the company.</p><p>Today, Pemex produces 1.3 million barrels of crude oil and 300,000 barrels of condensates per day. (In 2003, Cantarell alone produced two million barrels daily.) The company has been losing money in refining for more than two decades. It now has more retirees than active employees, and, among major oil companies, it leads the world in the number of workers per barrel produced. It has become a millstone around the neck of Mexico&#8217;s public finances.</p><p>The other mythological company, the <strong>Federal Electricity Commission (CFE)</strong>, was once considered world-class. Yet the Bartlett administration was enough to reduce the industry&#8217;s value added by more than 30 percent, leave the transmission grid on the verge of catastrophe, and turn the CFE into a second mythological threat alongside Pemex.</p><p>Since many of you are reading <em>The Odyssey</em>, let me use its imagery to illustrate what Pemex and the CFE represent: <strong>Scylla and Charybdis</strong>.</p><p>The <strong>Pact for Mexico</strong> had found a way past these monsters. The reforms produced major advances, but the mythmaker brought them back. It is also the story that, in a patched-up and increasingly threadbare form, sustains the group currently in power. It is a collection of myths constructed to legitimize the victors of the civil wars at the time, and later their successors, whose present-day version is little more than a farce.</p><p>The starting point of that story is the demonization of Porfirio D&#237;az, which was necessary to justify the bloody civil wars that served only to replace one group of people with another, while changing practically nothing else, at least during the years of the Sonoran leaders. It was C&#225;rdenas who created a different regime, corporatist and authoritarian, one that did not promise paradise on earth under the enlightened guidance of the proletarian vanguard, as did the Lenin and Stalin whom he emulated, but instead proclaimed that &#8220;the Revolution will deliver justice,&#8221; under the leadership of the all-powerful ruling party.</p><p>To give substance to the narrative, additional myths were added along the way, such as the &#8220;Mexican economic miracle.&#8221; The economy undoubtedly performed well between 1940 and 1970, but not in a way that was very different from what happened elsewhere in the world. In Mexico&#8217;s case, that performance was barely enough to make up for the previous thirty years, half of them consumed by civil wars and marked by outright stagnation.</p><p>There are mythical institutions as well. The Mexican Social Security Institute, or IMSS, was the first. It was created to provide pensions and insurance against workplace accidents, functions previously performed by mutual-aid societies during the Porfiriato, but it was quickly transformed into a healthcare provider without any proper calculation of the cost. Since in 1943 it was rare for people to reach the age of 65, its designers assumed that workers&#8217; contributions could be used to finance healthcare for their families. From an actuarial standpoint, the IMSS has been insolvent since the day it was founded. Today, pensions are paid out of tax revenues, while the healthcare service is deplorable, except for those fortunate enough to reach the higher levels of care. The IMSS-Bienestar appendage will finish off the institution before long.</p><p>The UNAM is another mythical institution. Created by Justo Sierra during the Porfiriato, it was disliked by C&#225;rdenas, who tried to destroy it. It was saved by Manuel G&#243;mez Mor&#237;n, who was its rector at the time and later became one of the founders of the PAN. C&#225;rdenas created the National Polytechnic Institute, or IPN, to replace the university in the area he considered important: technical education. Other subjects, in his view, were not for ordinary people and there was no reason for them to study them. The ruling party would take care of that. The UNAM became the center of higher education and research in Mexico during the 1950s and 1960s, but its decline began in the following decade, thanks to Luis Echeverr&#237;a, a failed imitator of C&#225;rdenas who forced an absurd expansion of the education system and created millions of fictitious government jobs.</p><p>Echeverr&#237;a created another mythical institution, INFONAVIT, which was a major failure for nearly thirty years, until it was transformed into a financing mechanism and finally managed to fulfill its original purpose. Now, just as in the 1970s, they once again want it to build housing, and once again they will fail.</p><p>During the 1980s, Mexico was drained of human capital. Older readers may remember that a department head in government, or a branch manager in a bank or retail company, was a person of considerable ability in the 1970s. Nothing comparable exists today. The economic crises produced by Echeverr&#237;a and L&#243;pez Portillo, combined with rural migration to the cities and the arrival of millions of young people into the labor force, left behind nothing but hollow shells.</p><p>Porfirio was not the devil, nor did the Regime of the Revolution succeed in improving the condition of Mexicans. Its institutions have occasional flashes of brilliance and a few pockets of excellence, but they are essentially bureaucratic monsters devoted to maintaining a payroll in the name of &#8220;political stability.&#8221; They are one of the reasons for Mexico&#8217;s economic, civic, and political stagnation.</p><p>There are others. Es tambi&#233;n sobre el que se sostiene, a trapazos, el actual grupo en el poder. Es un conjunto de mitos construidos para dar legitimidad a los ganadores de las guerras civiles (en aquel entonces), y a sus sucesores, cuya versi&#243;n f&#225;rsica es la de hoy.</span></p><p><span>El punto de partida de ese cuento es la demonizaci&#243;n de Porfirio D&#237;az, necesaria para justificar las cruentas guerras civiles que s&#243;lo sirvieron para reemplazar personas, sin cambiar pr&#225;cticamente nada m&#225;s, al menos durante los a&#241;os de los Sonorenses. Es C&#225;rdenas quien crea un r&#233;gimen diferente, corporativo y autoritario, que no ofrece el para&#237;so en la tierra bajo la gu&#237;a iluminada de la vanguardia del proletariado, como sus emulados Lenin y Stalin, sino que &#8220;la Revoluci&#243;n har&#225; justicia&#8221;, bajo el liderazgo del partidazo.</span></p><p><span>Para darle cuerpo al relato, se fueron sumando mitos en el camino, como el &#8220;milagro econ&#243;mico mexicano&#8221;. Sin duda la econom&#237;a tuvo un buen desempe&#241;o entre 1940 y 1970, pero nada muy diferente de lo que ocurri&#243; en otras partes del mundo, y en nuestro caso, apenas suficiente para recuperar los treinta a&#241;os previos, la mitad de ellos en guerras civiles, de franco estancamiento.</span></p><p><span>Hay instituciones m&#237;ticas tambi&#233;n. El Seguro Social (IMSS) es la primera, creada para ofrecer pensiones y seguro contra riesgos de trabajo (lo que hac&#237;an las mutualistas en el Porfiriato), pero r&#225;pidamente transformada en un servicio de salud, sin calcular el costo. Como en esos a&#241;os (1943) era raro el que llegaba a los 65 a&#241;os de edad, pensaron que pod&#237;an usar las cuotas para cubrir el servicio de salud a las familias de los trabajadores. Actuarialmente, el IMSS est&#225; quebrado desde su fundaci&#243;n. Hoy, las pensiones se cubren de impuestos, y el servicio de salud es deplorable (salvo para quienes tienen la fortuna de pasar a niveles superiores de atenci&#243;n). El pegote del IMSS-Bienestar terminar&#225; con la instituci&#243;n muy pronto.</span></p><p><span>La UNAM es otra instituci&#243;n m&#237;tica. Creada por Justo Sierra en el Porfiriato, no era del agrado de C&#225;rdenas, quien intent&#243; destruirla. La salv&#243; Manuel G&#243;mez Mor&#237;n, su rector en esos a&#241;os y posteriormente uno de los fundadores del PAN. C&#225;rdenas cre&#243; el Polit&#233;cnico (IPN) para reemplazar a la universidad en lo que &#233;l cre&#237;a importante: la t&#233;cnica. Las otras cosas no le correspond&#237;an a la gente, ni ten&#237;an por qu&#233; estudiarlas. Para eso estaba el partidazo. La UNAM fue el eje de la educaci&#243;n superior y la investigaci&#243;n en M&#233;xico en los cincuenta y sesenta, pero en la d&#233;cada siguiente empez&#243; su deterioro, gracias a Luis Echeverr&#237;a, fallido imitador de C&#225;rdenas que forz&#243; un crecimiento absurdo en educaci&#243;n y cre&#243; millones de empleos ficticios en el gobierno.</span></p><p><span>Echeverr&#237;a cre&#243; otra m&#237;tica instituci&#243;n, el INFONAVIT, un gran fracaso por casi treinta a&#241;os, hasta que se convirti&#243; en mecanismo de financiamiento y logr&#243; cumplir su objetivo original. Ahora, como en los setenta, otra vez quieren construir, y otra vez fracasar&#225;n.</span></p><p><span>En la d&#233;cada de los ochenta, M&#233;xico se vaci&#243; de capital humano. Los viejos podr&#225;n recordar que un jefe de departamento en el gobierno, o un gerente de sucursal en bancos o comercios, eran personas de alto nivel en los a&#241;os setenta. Nada comparable a lo actual. Las crisis econ&#243;micas producidas por Echeverr&#237;a y L&#243;pez Portillo, sumadas a la migraci&#243;n rural a las ciudades y la llegada de millones de j&#243;venes a edad laboral, dejaron puros cascarones.</span></p><p><span>Ni Porfirio fue el demonio, ni el R&#233;gimen de la Revoluci&#243;n logr&#243; mejorar la situaci&#243;n de los mexicanos. Sus instituciones tienen destellos, reductos de excelencia, pero son esencialmente monstruos burocr&#225;ticos dedicados a cubrir una n&#243;mina de &#8220;estabilidad pol&#237;tica&#8221;. Son una de las razones del estancamiento econ&#243;mico, ciudadano y pol&#237;tico de M&#233;xico. Se acerc&#243; a la autoridad para colaborar en la investigaci&#243;n. Quienes est&#225;n en el gobierno necesitaban algo para distraer de su connivencia con el crimen organizado, de forma que detuvieron a Ruffo como si debiese decenas de muertes, y lo enviaron a Almoloya.</span></p><p><span>Habr&#225; pocos empresarios dispuestos a invertir en M&#233;xico si ni la edad, ni d&#233;cadas de vida honorable, ni la cooperaci&#243;n, ni la ausencia de pruebas puede evitar el abuso y la c&#225;rcel. Quien no hab&#237;a entendido lo que significaba la destrucci&#243;n del Poder Judicial, ahora ya no tiene duda.</span></p><p><span>Habr&#225; pocos que inviertan, pero habr&#225;, porque as&#237; se hicieron las grandes fortunas en M&#233;xico hace tres cuartos de siglo: en colusi&#243;n con el poder pol&#237;tico. Por eso esos grandes empresarios nunca tuvieron problema en juntarse con L&#243;pez a comer tamales de chipil&#237;n, vienen de la misma cloaca.</span></p><p><span>Esas escasas inversiones, que se concentrar&#225;n en extracci&#243;n y manufactura simple, no alcanzan para sostener una econom&#237;a grande. Los ejemplos latinoamericanos abundan: las dictaduras militares de Brasil y Argentina, el peronismo en este segundo pa&#237;s, la docena tr&#225;gica aqu&#237; en M&#233;xico, y los ejemplos extremos de Cuba, Venezuela y Nicaragua. En otras partes del mundo, baste el ejemplo de Rusia, cuya econom&#237;a depende del petr&#243;leo y el gas, gobernada por una oligarqu&#237;a subordinada a Putin. Apenas logran rebasar el ingreso de los mexicanos. Este sistema de capitalismo de compadrazgo (crony capitalism) da para llegar a ese nivel, y nada m&#225;s. &#201;sa es la trampa de ingreso medio de los economistas.</span></p><p><span>Puesto que M&#233;xico ya est&#225; en ese nivel, esto significa que el crecimiento esperable ser&#225; cercano a cero, medido por habitante. Medio punto, tal vez uno, en el agregado. As&#237; puede un pa&#237;s pasarse d&#233;cadas, siempre y cuando la gente no quiera comer mucho. Cuando el poder se obtiene ofreciendo m&#225;s consumo, como cuando se reparte dinero, la fiesta dura mientras haya qui&#233;n preste. Si la econom&#237;a crece uno, pero la deuda crece cinco, el horizonte no est&#225; lejano.</span></p><p><span>En condiciones estrictas, queda un a&#241;o. Ya se ven se&#241;ales: no crece el empleo formal; el consumo s&#243;lo lo hace cuando el d&#243;lar se abarata y la gente compra celulares, pantallas, hasta autos chinos que se venden con &#8220;dumping&#8221;; no alcanza la electricidad; la inversi&#243;n ha dejado de caer, pero est&#225; pr&#225;cticamente al nivel de hace ocho a&#241;os; el comercio exterior depende ahora de ensamblar equipo de c&#243;mputo, mientras la automotriz se desploma.</span></p><p><span>Por diversas razones, el plazo podr&#237;a extenderse, o acortarse. Cuestiones geopol&#237;ticas, por ejemplo, o inestabilidad financiera global, lo podr&#237;an reducir. La comparaci&#243;n con otros pa&#237;ses, el uso del peso mexicano como moneda de transacci&#243;n lo podr&#237;an ampliar. La confirmaci&#243;n de que, igual que mienten en todo lo dem&#225;s, ya empiezan a hacerlo con los datos econ&#243;micos y financieros, tambi&#233;n lo reducir&#237;a.</span></p><p><span>En el fondo, la disyuntiva es clara. Una posibilidad es reconocer la derrota y revertir los errores. Otra ser&#237;a diluir las transferencias de dinero, manteni&#233;ndolas en el nivel actual para que la inflaci&#243;n se las coma. Pero en las dos, el grupo que est&#225; en el poder pagar&#237;a las consecuencias. No lo har&#225;n. Queda entonces esperar el ajuste, culpar a la ultraderecha internacional, y rogar porque los mexicanos aprendan a no comer.</span></p><p><span>Aunque lo intentaron, no lograron construir ni fuerzas armadas que puedan reprimir exitosamente, ni los comit&#233;s de defensa en los barrios. En algunas zonas, pueden apostar al control corporativo; en otras, a sus socios del crimen. Pero sin un eje que coordine, sin el soporte de la ilusi&#243;n de comer gratis, se acaba la fiesta. He approached the authorities and cooperated with their investigation. Those in government, however, needed something to divert attention from their own collusion with organized crime, so they arrested Ruffo as though he were responsible for dozens of murders and sent him to the maximum-security prison at Almoloya.</p><p>Few entrepreneurs will be willing to invest in Mexico if neither old age, decades of an honorable life, cooperation with the authorities, nor even the absence of evidence can protect someone from abuse and imprisonment. Anyone who had not yet understood the implications of destroying the judiciary now has no reason to doubt.</p><p>There will still be some investment, but very little, because that is how the great fortunes of Mexico were built three-quarters of a century ago: through collusion with political power. That is why those major businessmen never had any problem sitting down with L&#243;pez to eat <em>chipil&#237;n</em> tamales&#8212;they come from the same sewer.</p><p>Those limited investments, concentrated in extractive industries and low-value manufacturing, are not enough to sustain a large economy. Latin America offers countless examples: the military dictatorships of Brazil and Argentina, Peronism in the latter country, Mexico&#8217;s own &#8220;Tragic Dozen,&#8221; and the more extreme cases of Cuba, Venezuela, and Nicaragua. Elsewhere, Russia provides a sufficient example: an economy dependent on oil and natural gas, governed by an oligarchy subordinate to Putin. It barely manages to surpass Mexico&#8217;s level of per capita income. This system of <strong>crony capitalism</strong> is enough to reach that level&#8212;and no further. That is what economists call the <strong>middle-income trap</strong>.</p><p>Since Mexico has already reached that stage, the implication is that expected growth per capita will be close to zero. Overall GDP might grow by half a percent, perhaps one percent. A country can remain in that condition for decades, provided people do not expect to consume very much. But when political power is maintained by promising ever greater consumption&#8212;as through cash transfers&#8212;the celebration lasts only as long as someone is willing to lend money. If the economy grows by one while debt grows by five, the horizon is not far away.</p><p>Under strict assumptions, about one year remains. The warning signs are already visible: formal employment is no longer growing; consumption expands only when the dollar weakens and people rush to buy imported cell phones, televisions, and even Chinese automobiles sold at dumping prices; electricity supply is no longer sufficient; investment has stopped falling but remains essentially where it stood eight years ago; and foreign trade now depends largely on assembling computer equipment while the automotive industry is collapsing.</p><p>For various reasons, that timetable could either lengthen or shorten. Geopolitical events or global financial instability, for example, could accelerate the reckoning. Comparisons with other countries, or the continued use of the Mexican peso as a transaction currency, could postpone it. On the other hand, confirmation that the government&#8212;just as it lies about everything else&#8212;has also begun manipulating economic and financial statistics would likely bring the adjustment much sooner.</p><p>At its core, the choice is straightforward. One option would be to acknowledge failure and reverse course. Another would be to freeze cash transfers at their current nominal level and allow inflation gradually to erode their value. But under either scenario, those currently in power would bear the political consequences. They will not choose either path. That leaves only the adjustment itself: blame the international far right, and hope that Mexicans learn to eat less.</p><p>Although they tried, they failed to build either armed forces capable of effective repression or neighborhood defense committees capable of maintaining political control. In some regions they may rely on corporatist structures; in others, on their criminal partners. Sobre eso han construido, y es eso lo que los destruir&#225;. Han mentido acerca de todo, y han tenido que elaborar sobre esas mentiras para ganar tiempo. Pero nada dura para siempre.</span></p><p><span>Ofreci&#243; L&#243;pez que la econom&#237;a crecer&#237;a m&#225;s que antes, lo hace a un tercio. Ofreci&#243; un aeropuerto de juguete, el AIFA, que dar&#237;a mejores resultados que el que decidi&#243; cancelar, pagando su costo casi completo. Ofreci&#243; un Tren Maya que llevar&#237;a desarrollo al sureste, una refiner&#237;a que nos har&#237;a &#8220;soberanos&#8221;, autosuficientes. Todas fueron mentiras.</span></p><p><span>Ofreci&#243; responsabilidad financiera, pero llev&#243; al d&#233;ficit fiscal al nivel m&#225;s alto en cuatro d&#233;cadas, adem&#225;s de anular toda capacidad de gesti&#243;n p&#250;blica. Ofreci&#243; que habr&#237;a medicinas, ofreci&#243; una &#8220;farmaciotota&#8221;, ofreci&#243; un sistema de salud p&#250;blico como el de Dinamarca. Mentiras.</span></p><p><span>Las mentiras, sin embargo, requieren mucho trabajo para mantenerse en el tiempo, porque se van desvelando de a poco. Para enga&#241;ar a los mexicanos y que creyeran que la econom&#237;a funcionaba, no s&#243;lo construy&#243; los elefantes blancos y ampli&#243; el reparto de dinero, falsificaron datos econ&#243;micos. Por m&#225;s de un a&#241;o, INEGI public&#243; informaci&#243;n falsa acerca de la industria de la construcci&#243;n, que a&#241;os despu&#233;s ha ido corrigiendo sin anunciarlo. Hoy est&#225;n haciendo lo mismo con los datos de construcci&#243;n de vivienda, pero tambi&#233;n con informaci&#243;n acerca de refinaci&#243;n, del comercio al mayoreo, que van intercalando para no ser demasiado obvios. Con base en esos datos es que hay quien cree que la econom&#237;a estar&#237;a retomando rumbo, cuando es muy evidente que no es as&#237;.</span></p><p><span>Han mentido acerca de la deuda de Pemex, escondiendo sus obligaciones con proveedores, en buena parte impidiendo que las facturas puedan subirse al sistema. Admitieron la mitad de esa deuda, pero por fuera de las cuentas normales, para fingir que el d&#233;ficit fiscal se habr&#237;a reducido en 2025. No fue as&#237;, y no es as&#237;. Ahora tenemos un comportamiento inusual en los datos de deuda bruta y requerimientos financieros, que deb&#237;a ser el indicador amplio de las obligaciones del gobierno. Ahora no sabemos con certeza su verdadero tama&#241;o. Si, adem&#225;s, est&#225;n inventando las cifras del PIB para reducir la comparaci&#243;n, est&#225;n enga&#241;ando a sus acreedores.</span></p><p><span>Para quitarse de encima la acusaci&#243;n fundada de ser responsables del contrabando de combustible, usado adem&#225;s para financiar elecciones, acusan de ello a Ernesto Ruffo, empresario honorable, tal vez ingenuo. Ya lo hicieron hace poco con Murillo Karam, a quien culparon de construir una investigaci&#243;n err&#243;nea acerca de la matanza de Iguala, investigaci&#243;n que ahora ha aceptado, &#237;ntegramente, la Comisi&#243;n Nacional de Derechos Humanos. Han perseguido para distraer, para enga&#241;ar, para mentir, porque &#233;sa es su naturaleza, la mentira.</span></p><p><span>El n&#250;cleo de la mentira es la ma&#241;anera, y as&#237; lo ha sido desde el sexenio pasado. Amenazando a medios y empresarios, esas mentiras se repiten en titulares, en noticieros, en encabezados. Desde los tiempos de &#8220;yo tengo otros datos&#8221; hasta las declaraciones sin sustento de la se&#241;ora actual, en la ma&#241;anera se miente constantemente.</span></p><p><span>Conf&#237;an en que en los tiempos de las redes sociales, ya nada es verdad ni mentira, se ha alcanzado ese momento en el que la informaci&#243;n contradictoria produce desconfianza e ignorancia, y creen que con eso les va a alcanzar. Pero cada d&#237;a que pasa, alguien m&#225;s no obtiene sus medicamentos; alguien m&#225;s pierde a un familiar, asesinado o desaparecido; alguien m&#225;s pierde tiempo y oportunidades porque se va la luz, porque no se puede viajar de noche, porque nada m&#225;s no hay empleo.</span></p><p><span>Al final, si se pierde la credibilidad se pierde todo. Esto es especialmente cierto frente a los acreedores. Mentir acerca del tama&#241;o de la deuda y el de la econom&#237;a es algo imperdonable. Cuando eso sea evidente, caer&#225; el tel&#243;n.
